The first anonymous poster is right. This is Photoshopped.

This is the 405 freeway in Los Angeles going through the Sepulveda Pass. That's the Getty Center tram station on the left. Problem is that this is badly Photoshopped. You can see the same cars repeated many time and the shadows of the cars are messed up. I've been on this freeway when it felt like this.
